William H. Plenge to Head NUCA Foundation
Arlington, Va. — The National Utility Contractors Association has named William H. Plenge to be the new executive director of the association’s Foundation for Education and Research, effective October 1, 2005. Founder and president/CEO of Potomac Services International, Inc. (PSI)—a Washington-based management consulting firm—Plenge will divide his time between NUCA and the Association of Equipment Manufacturers, where he will be working on federal equipment codes and standards issues.
Plenge’s primary responsibility at the NUCA Foundation will be to raise public and private sector awareness and support for programs that advance NUCA’s research and education goals—namely, the promotion and expansion of work opportunities in the utility construction industry, the recruitment and education of a new generation of workers and leaders, and the enhancement of the industry’s image.
Plenge brings to the NUCA Foundation extensive experience in the industrial equipment, nonprofit and consulting sectors. Prior to joining the staffs of NUCA and AEM, he for 10 years held several concurrent positions at the American Concrete Institute—managing director of Washington Operations, managing director of the Strategic Development Council, and secretary of the Concrete Research and Education Foundation. Previously employed for 21 years by Deere & Company in increasingly responsible positions, he served from 1983 to 1992 as Washington manager of the company’s Government Products Operations division, as well as vice president of John Deere Technologies, International, Inc.
“NUCA is very fortunate to add a person with Mr. Plenge’s contractor and government experience to its staff at this point in the association’s evolution,” said CEO Bill Hillman. “Through both industry- and government-funded initiatives, we plan to ensure that the Foundation remains responsive to the needs of today’s rapidly changing construction environment.”
